Job Purpose

RATWA SACCO HUYE is seeking qualified and competent candidates to fill three positions of Loan Officer. The successful candidates will be responsible for managing loan applications, assessing borrowers, monitoring loan performance, supporting loan recovery, and ensuring that all credit activities comply with the SACCO's policies and applicable laws.

Main Responsibilities

Under the supervision of the Branch Business Manager, the Loan Officer will:

  • Complete assigned duties efficiently and within the required deadlines.
  • Follow instructions from supervisors and authorized representatives.
  • Properly use and protect equipment and resources provided for work.
  • Respect working schedules, attendance requirements, and organizational rules.
  • Keep all work-related information confidential.
  • Provide the required identification and employment documents.
  • Follow the SACCO's policies, procedures, professional standards, and code of conduct.
  • Explain loan products, eligibility requirements, and application procedures to members.
  • Receive and review loan applications and supporting documents for completeness and accuracy.
  • Assess loan applications and verify the information provided by applicants.
  • Visit proposed collateral and projects to assess their value, feasibility, and suitability for financing.
  • Evaluate borrowers' ability and capacity to repay loans.
  • Monitor how members use loans after disbursement through visits and proper documentation.
  • Identify and report irregularities in loan use and repayment.
  • Maintain and securely file all loan-related documents and records.
  • Prepare documents for loan rescheduling, refinancing, extensions, modifications, and renewals.
  • Ensure that collateral is properly safeguarded and prepare documents required for collateral registration.
  • Monitor loan repayments and participate in the recovery of non-performing loans while following established procedures.
  • Prepare loan-loss provisions for overdue and written-off loans.
  • Prepare loan agreements and implement decisions and recommendations of the Credit Committee.
  • Provide technical advice to the Credit Committee and management when making lending decisions.
  • Advise members on suitable loan products and responsible use of borrowed funds.
  • Conduct credit awareness and financial education activities for members.
  • Evaluate loan applications according to the SACCO's credit policy, guidelines, laws, and regulations.
  • Negotiate appropriate repayment arrangements with members who have overdue loans.
  • Submit loan applications and requests requiring approval to the appropriate Credit Committee or management.
  • Maintain updated and secure loan files and Credit Committee documentation.
  • Prepare and submit monthly and other required reports showing loan balances, repayments, interest, and overall portfolio performance.
  • Provide timely advice to the Credit Committee to support appropriate decisions on members' loan requests.
  • Advise members on the performance and proper use of projects financed through loans.
  • Recommend alternative credit solutions for applicants who can repay but do not qualify for their requested loan.
  • Support management in preparing clear documents explaining each stage of the credit process.
  • Attend relevant training, meetings, and activities aimed at improving credit assessment and loan management skills.
  • Recommend improvements to credit policies and procedures when necessary.
  • Assist with research, assessments, and studies related to the development of the credit department.
  • Prepare and submit credit management reports on time.
  • Perform any other lawful duties assigned by the supervisor or competent authority.

Qualification and Job Requirements

Applicants should have:

  • A Bachelor's degree in Accounting, Business Administration, or a related field.
  • At least 3 years of experience in the banking or microfinance sector.
  • Good knowledge of banking and branch operations, lending procedures, applicable laws and regulations, and credit risk management.
  • Good computer skills and familiarity with banking or financial management software.
  • Strong ability to assess the character, credibility, and reliability of loan applicants.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • High attention to detail and commitment to accuracy.
  • Good mathematical and numerical skills.
  • Ability to assess borrowers' repayment capacity and make sound lending recommendations.
