TEMPORARY CONSTRUCTION OFFICER

Organization: Save the Children International

Team/Programme: EOF/Nkuza Neza Project

Location: Rwanda – Field-based across project districts

Grade: 4

Contract Type: Fixed-term – 2 months

Reports To: Construction Officer

Job Purpose

The Temporary Construction Officer will provide additional technical support for the preparation and review of Bills of Quantities (BoQs), as well as the supervision, monitoring, and verification of rehabilitation and renovation works in existing Early Childhood Development (ECD) centres under the EOF/Nkuza Neza Project.

The role involves regular field work across project districts and may require flexible working hours during major humanitarian emergencies.

  • ECD Owners/EMCs
  • Communities and other implementation stakeholders

Budget responsibility: None

Main Responsibilities

1. Technical Assessment and Planning

  • Review ECD centre assessment results and approved CIP priorities.
  • Support technical assessments at project sites.
  • Prepare and review Bills of Quantities (BoQs).
  • Develop or review Scopes of Work, activity plans, and technical specifications.
  • Verify site measurements, quantities, materials, and work requirements.
  • Work with the Construction Officer and District/Sector technical teams to ensure BoQs are technically appropriate and remain within the approved scope and budget.

2. Construction Supervision and Monitoring

  • Supervise rehabilitation and renovation works according to approved BoQs, Scopes of Work, budgets, schedules, and technical standards.
  • Monitor workmanship, construction materials, safety measures, and site conditions.
  • Identify defects, quality problems, and deviations from approved requirements.
  • Provide technical guidance to ECD Owners/EMCs, communities, and other people involved in implementation.
  • Participate in monitoring visits, joint verification exercises, final inspections, and completion assessments.

3. Progress Verification and Documentation

  • Provide technical input for progress verification and requirements for subsequent rehabilitation disbursements.
  • Prepare site notes, photographs, and concise technical progress reports.
  • Maintain complete and accurate technical documentation.
  • Identify technical risks, delays, and quality concerns at an early stage.
  • Recommend appropriate corrective actions.
  • Support snagging, corrective works, and final verification of completed activities.

4. Coordination and Communication

  • Maintain regular communication with District and Sector authorities regarding technical matters.
  • Coordinate with project staff and relevant technical personnel.
  • Work closely with the Project Manager, Project Officers, Construction Officer, and other stakeholders to ensure smooth implementation.
  • Carry out other reasonable duties assigned by the line manager.

Required Qualifications

Applicants should have:

  • A Bachelor's degree in Civil Engineering, Construction Engineering, Architecture, or a closely related field.
  • Active membership in a regulated professional body, such as an Institution of Engineering or a similar professional organization.
  • Fluency in English and Kinyarwanda.
  • Good communication, coordination, and report-writing skills.

Experience and Technical Skills

The ideal candidate should have:

  • Experience preparing or reviewing BoQs.
  • Experience supervising construction, rehabilitation, or renovation works.
  • Experience working on small-scale construction or rehabilitation projects.
  • Development or community-based project experience is an advantage.
  • Ability to read and interpret drawings, specifications, BoQs, and other technical documents.
  • Good understanding of construction quality standards and site safety.
  • Strong practical site-supervision skills.
  • Ability and willingness to travel extensively to project locations.

This is a Level 3 safeguarding role because the position will work in ECD settings and may have contact with children and communities during field visits.

All field and construction activities must be carried out in a way that avoids preventable risks to:

  • Monitoring and verification records are complete and submitted on time.
  • Rehabilitation and renovation works follow the approved scope, technical requirements, safety standards, and agreed timelines.
