Position Overview

The IPC/MNCH Technical Manager will provide technical leadership and day-to-day quality assurance in Infection Prevention and Control (IPC), Maternal, Newborn, and Child Health (MNCH), and emergency/outbreak preparedness.

The position will support the design, implementation, monitoring, and improvement of ACHIEVE project activities, ensuring they follow recognized global standards, evidence-based approaches, and project objectives.

The Technical Manager will help strengthen health facility readiness, infection prevention practices, health worker and community capacity, risk communication, early identification and referral, supportive supervision, quality improvement, and effective use of health data.

The role will work closely with the Ministry of Health (MoH), Rwanda Biomedical Centre (RBC), district health authorities, health facilities, community structures, and other partners to ensure activities are aligned with national health guidelines and contribute to sustainable MNCH outcomes.

This is a mid-level management position with a strong focus on technical quality and effective implementation. The postholder will provide direct support to district health teams, health centres, community structures, and field implementation teams.

Key Responsibilities

  • Provide technical direction and daily quality assurance for IPC, MNCH, and emergency preparedness activities.
  • Support the implementation of evidence-based approaches aimed at improving MNCH service readiness and quality of care.
  • Provide technical assistance and capacity-building support to partners implementing IPC and emergency preparedness activities within routine MNCH services.
  • Monitor project implementation and support the timely delivery of objectives, indicators, and required outputs.
  • Assist in developing, adapting, and distributing technical tools, standards, job aids, training materials, and quality-improvement resources.
  • Review project deliverables, training materials, reports, assessments, and implementation plans to ensure technical accuracy and consistency.
  • Support assessments at health facility and community levels covering service readiness, IPC practices, outbreak preparedness, and quality improvement.
  • Contribute to routine monitoring, learning, and documentation of project results, lessons learned, and successful practices.
  • Maintain professional communication and coordination with district health authorities and field teams.
  • Participate in relevant technical working groups as assigned.
  • Follow all organizational policies and procedures and complete required compliance training within the specified deadlines.
  • Perform other duties and responsibilities assigned by the organization.

Required Qualifications and Experience

Applicants should meet the following requirements:

  • Master’s degree with at least 7 years of relevant professional experience, or an equivalent combination of education and experience.
  • Strong knowledge of international technical standards and guidelines related to IPC, MNCH, and health emergency preparedness.
  • Demonstrated professional expertise in infection prevention and control, maternal, newborn and child health, epidemic preparedness, pandemic preparedness, and/or response.
  • Previous experience supporting health programs funded by U.S. donors.

Preferred Qualifications

The following qualifications and experience will be an advantage:

  • Bachelor’s degree in Public Health, Nursing, or a related field.
  • Experience working with NGOs and donor-supported health programs.
  • Experience with PEPFAR, the U.S. Department of State, or other U.S./international donor-funded health programs.
