Job Responsibilities
The Planning, Monitoring and Evaluation Specialist will report directly to the Permanent Secretary and will be responsible for the following areas:
A. Product, Project and Policy Development
- Review the Ministry’s performance and provide recommendations on policies, strategies, and programs that can improve efficiency and effectiveness.
- Participate in the development and review of Ministry policies, strategies, and programs.
- Work with stakeholders to develop project management plans.
- Identify and advise on risks related to project activities.
- Perform other relevant duties assigned by supervisors.
B. Planning
- Coordinate the preparation of the Ministry’s Strategic Plan, Medium-Term Plan, and Annual Action Plan.
- Lead the development of plans, strategies, and programs supporting the Youth and Arts sector.
- Work with the Ministry of Finance and Economic Planning during the budgeting process and support preparation of the Ministry’s budget.
- Supervise staff responsible for planning and product development, supporting their professional growth and ensuring achievement of unit and sector objectives.
- Develop project profiles and propose strategies for mobilizing resources.
C. Monitoring and Evaluation
- Coordinate monitoring of the Ministry’s Annual Action Plan, Strategic Plan, and Ministerial Performance Contract.
- Prepare and submit monthly, quarterly, and annual activity reports.
- Develop monitoring and impact evaluation mechanisms for integrated projects.
- Coordinate the preparation of periodic performance reports.
- Provide technical support on monitoring and evaluation activities within the Ministry.
- Coordinate mid-year and annual performance reviews.
- Monitor the performance of Executive Agencies under the Ministry.
- Analyze data and assess the effectiveness of project activities.
Required Qualifications and Experience

- Bachelor’s Degree in Economics – 3 years’ relevant experience

- Master’s Degree in Economics – 1 year
- Bachelor’s Degree in Public Policy – 3 years
