Job Overview

Rutsiro District is recruiting 23 candidates for a position focused on economic development at the Cell level. Successful candidates will support local economic activities, promote entrepreneurship, monitor cooperatives and savings groups, and coordinate initiatives related to agriculture, natural resources, infrastructure, disaster management, and community development.

Key Responsibilities

  • Implement programs related to agriculture, natural resources, human settlements, infrastructure, disaster management, and economic development at the Cell level.
  • Collect and report basic economic data to identify local economic potential.
  • Monitor the operations and performance of cooperatives and savings groups.
  • Promote entrepreneurship among young people, women, and vulnerable groups.
  • Support local economic actors, including NGOs, private businesses, and cooperatives, to improve productivity and market access.
  • Monitor the activities of community groups and other stakeholders involved in economic development.
  • Coordinate community awareness campaigns on business development and tax collection.
  • Monitor the implementation of District Development Strategies (DDS) and annual action plans at the Cell level.
  • Monitor disaster prevention, preparedness, and recovery activities.
  • Support environmental conservation and forest protection initiatives.
  • Monitor information and communication technology (ICT) and infrastructure development projects.
  • Perform other duties assigned by the supervisor.

  • Technology and Information: Computer Science, Information and Communication Technology, Information Management, and Information Systems Management.
  • Social Sciences and Communication: Sociology, Development Studies, Communication, Journalism, Geography, Political Sciences, International Relations, and other listed disciplines.
  • Other accepted fields: Law, Statistics, Public Health, Community Development, Logistics Management, Construction Technology, Urban Planning, Food Sciences, and additional qualifications specified in the official announcement.

The announcement also includes certain advanced diplomas, A1 qualifications, and an A2 certificate in any field.

Recruitment Process

The selection process includes:

  1. Psychometric Test
  2. Written Examination
  3. Oral Interview

Psychometric Test Languages: English and French.

The psychometric assessment may cover decision-making, analytical skills, knowledge and awareness, attention and concentration, perceptual accuracy, patience, coordination, assertiveness, effective communication, active listening, conflict resolution, and influence and persuasion.
