Job Overview

Bugesera District is seeking a qualified and committed Socio-Economic Development Officer to support local development initiatives at the Cell level. The successful candidate will be responsible for collecting and analyzing socio-economic data, identifying community development needs, supporting community work programs, and promoting citizen participation in local development activities.

Key Responsibilities

  • Collect, organize, and consolidate data on public policies and socio-economic development issues within the Cell.
  • Record information relating to births and deaths within the Cell.
  • Identify socio-economic development needs and recommend appropriate measures to address them.
  • Develop community work programs under the supervision of the Cell Executive Secretary.
  • Supervise community development initiatives and activities that encourage citizen participation.
  • Prepare reports on community development activities and their implementation.
  • Prepare official documents for the Cell Executive Secretary's signature.
  • Assist in preparing reports on the performance of Cell activities.
  • Collect and compile information about employment conditions within the Cell.

Required Qualifications

Applicants must possess at least one of the following qualifications:

  • A2 Certificate in Education.
  • A2 Certificate in Agriculture.
  • A2 Certificate in Humanities Sciences.
  • A2 Certificate in Rural Development.

Required Experience: No previous relevant work experience is required.

Required Competencies and Skills

Candidates should demonstrate the following competencies:

  • High levels of integrity and professionalism.
  • Strong critical thinking and problem-solving abilities.
  • Good analytical and decision-making skills.
  • Fluency in Kinyarwanda and English; knowledge of French or Swahili is an added advantage.
  • Understanding of central and local government functions.
  • Knowledge of the Rwandan and regional context for infrastructure development.
  • Ability to work effectively in a team.
  • Computer literacy and proficiency in relevant software.

Recruitment Process

The selection process will include the following examinations:

  1. Psychometric Test
  2. Written Examination
  3. Oral Interview

Psychometric Test Language: English

The psychometric assessment may evaluate critical thinking, problem-solving, decision-making, analytical skills, time management, attention and concentration, processing speed, patience, empathy, adaptability, communication, active listening, conflict resolution, coordination, and other relevant aptitude and behavioral competencies.
