Job Overview

Rutsiro District is inviting qualified candidates to apply for the position of Cell Administrative Officer. The successful candidates will support the daily administration of Cells, promote public safety, coordinate community development activities, and ensure effective implementation of government programs at the local level.

Key Responsibilities

  • Coordinate and carry out daily administrative duties at the Cell level.
  • Promote the safety and security of citizens within the Cell.
  • Coordinate local development and innovation initiatives.
  • Mobilize citizens to participate in government programs and community activities.
  • Coordinate community policing activities to improve public safety.
  • Support and coordinate local revenue-generating activities.
  • Monitor and coordinate the work of the Cell Land Committee.
  • Perform civil registration duties and provide related services to citizens.
  • Collect and organize basic statistical information about the Cell and submit it to the relevant Sector Executive Secretary.
  • Coordinate planning, implementation, and reporting activities at the Cell level.
  • Ensure that administrative reports are submitted within the required deadlines.
  • Coordinate and report on the performance of local stakeholders, including volunteer groups, NGOs, faith-based organizations, and other partners.
  • Maintain and organize official Cell documents and records.
  • Record and prepare minutes for meetings of the Cell Development Consultative Committee.
  • Ensure proper management and use of government property within the Cell.
  • Coordinate the implementation of activities approved by higher authorities.
  • Promote proper land use in accordance with the District Master Plan and applicable physical plans.
  • Help prevent illegal land use and unauthorized construction within the Cell.
  • Perform other duties assigned by the supervisor or required by relevant laws.

Required Qualifications

Applicants must possess at least one of the academic qualifications listed in the official announcement. These include:

  • Bachelor's degrees in Economics, Administrative Sciences, Sociology, Public Policy, Project Management, International Relations, Management, Communication, Journalism, Human Resource Management, Law, Development Studies, Geography, Psychology, Accounting, Computer Science, Information Management Systems, Social Work, Political Sciences, Gender Studies, and other specified fields.
  • Advanced diplomas in Office Management, Governance and Leadership, Business Administration, Management, Economics, Accounting, Logistics, Information Technology, Social Work, Agriculture, Rural Development, Environmental Sciences, and other specified disciplines.
  • Other listed qualifications in fields such as Education, Agriculture, Forestry, Public Health, Community Development, Business, Finance, Nutrition, Environmental Management, and related areas.

Required Experience: No previous relevant work experience is required (0 years).

Recruitment Process

The selection process consists of three stages:

  1. Psychometric Test
  2. Written Examination
  3. Oral Interview

Psychometric Test Languages: English and French.

The psychometric assessment may evaluate critical thinking, problem-solving, decision-making, analytical ability, time management, awareness, perceptual accuracy, fluid intelligence, empathy, coordination, conceptual capacity, work preferences, assertiveness, conflict resolution, and influence and persuasion.
