Job Overview

Rutsiro District is recruiting 15 qualified candidates for the position of Social Affairs Officer. Successful candidates will support social development programs at the Cell level, focusing on education, healthcare, nutrition, child protection, youth and women’s development, and social protection. They will also help monitor community programs and ensure that development initiatives respond to citizens’ needs.

Key Responsibilities

  • Monitor the implementation of social programs designed to address community needs.
  • Support initiatives aimed at preventing malnutrition and reducing stunting among children.
  • Monitor activities that promote the development and participation of youth, women, and people with disabilities.
  • Coordinate and monitor sports, innovation, and talent development activities.
  • Monitor education programs, adult literacy initiatives, and school feeding activities.
  • Collect, organize, and maintain accurate data on social, health, and education programs.
  • Prepare reports using appropriate reporting procedures and information management systems.
  • Monitor education performance indicators, including school enrolment, attendance, dropout rates, teenage pregnancy, and parental participation in school activities.
  • Support initiatives to prevent and reduce delinquency within the Cell.
  • Monitor health, hygiene, and sanitation programs.
  • Support the implementation of Early Childhood Development (ECD) programs.
  • Mobilize communities to participate in activities related to social welfare, education, health, nutrition, and children's rights.
  • Help identify eligible beneficiaries of social protection programs using community registers and approved assessment tools.
  • Support the implementation of District Development Strategies and annual action plans related to social and human capital development.
  • Perform other duties assigned by the supervisor.

Required Qualifications

Recruitment Process

The recruitment process will consist of:

  1. Psychometric Test
  2. Written Examination
  3. Oral Interview

Psychometric Test Languages: English and French.

The psychometric assessment may evaluate critical thinking, problem-solving, decision-making, analytical skills, time management, attention and accuracy, patience, empathy, coordination, communication, adaptability, conflict resolution, and other relevant behavioral and aptitude competencies.
