The Cell Administrative Officer is responsible for coordinating and managing the daily administrative activities of the Cell to ensure effective service delivery and proper implementation of government policies and programs. The officer oversees village administration, monitors local activities, promotes community development, and encourages citizen participation in government initiatives.
The successful candidate will collaborate with relevant authorities to maintain the security of people and their property, address citizens’ concerns, provide feedback on reported issues, and ensure that decisions made by higher authorities and the Cell Consultative Council are implemented. The role also involves coordinating community activities, collecting and consolidating public data, supporting land committee activities, recording minutes of Cell Consultative Committee meetings, and managing the Cell’s finances and assets.
Applicants must hold an A2 certificate in Arts, Sciences, or Social Sciences and have at least three years of relevant work experience.
Candidates should demonstrate integrity, accountability, professionalism, leadership, teamwork, and strong communication skills. They must have critical-thinking and problem-solving abilities, knowledge of government policymaking processes, and a good understanding of central and local government operations. Applicants should also be capable of working effectively with citizens, colleagues, and external partners while demonstrating inclusiveness, adaptability, and a commitment to continuous learning.
Fluency in Kinyarwanda, English, and/or French is required, with knowledge of all three languages considered an advantage.
