About INKUNGA FINANCE Plc

INKUNGA FINANCE Plc is a deposit-taking microfinance institution licensed by the National Bank of Rwanda (BNR) since 2015. The institution is legally registered with the Rwanda Development Board (RDB) under registration code 101533016.

INKUNGA FINANCE Plc operates across seven districts in the Western Province, the North-Western zone of Rwanda, and the City of Kigali. Its headquarters are located in Rubengera Sector, Kibirizi Cell, Karongi District.

The institution is committed to providing quality financial services to small and medium-sized entrepreneurs, helping improve their socio-economic well-being while maintaining a sustainable and financially self-reliant organization.

Position: HR & Administration Manager

Main Purpose of the Position

The HR & Administration Manager will be responsible for planning, coordinating, implementing, and monitoring the organization's human resources, administrative, procurement, and related support functions.

Key Responsibilities


The successful candidate will be responsible for:

  • Developing staff training and capacity-building initiatives.
  • Ensuring employee rights and employer responsibilities are respected.
  • Promoting compliance with institutional values, policies, and regulations.
  • Ensuring compliance with Rwandan labor laws.
  • Preparing and implementing staff development plans.
  • Managing annual leave and other employee leave arrangements.
  • Coordinating staff recruitment and selection processes.
  • Maintaining accurate employee records and personnel files.
  • Promoting gender equality and equal opportunities at work.
  • Coordinating payroll preparation and salary processing.
  • Managing statutory deductions, declarations, and payments.
  • Organizing management and Board administrative meetings.
  • Supervising general office administration and operations.
  • Managing employee performance.
  • Handling disciplinary matters and employee grievances.

Expected Deliverables

The HR & Administration Manager will be expected to prepare and maintain, among others:

  1. Annual HR and Administration Work Plan.
  2. Annual Staff Recruitment Plan.
  3. Annual Training and Capacity-Building Plan.
  4. Annual Leave Plan.
  5. Updated staff structure and personnel records.
  6. Monthly payroll and salary documentation.
  7. Monthly statutory contribution declarations and payment records.
  8. Regular HR performance reports.
  9. Staff turnover and workforce reports.
  10. Training implementation and evaluation reports.
  11. Updated HR policies, procedures, and guidelines.
  12. Employee grievance and disciplinary records.
  13. Properly maintained personnel files.
  14. Administrative and office management reports.
  15. Any additional HR and administrative reports requested by management or the Board.

Authority and Accountability

The HR & Administration Manager will work under the authority delegated by the Managing Director and in accordance with institutional policies and procedures.

The position holder will be responsible for:

  • Ensuring HR and administrative decisions are properly authorized and documented.
  • Protecting confidential employee and institutional information.
  • Ensuring HR and administrative activities are accurate and completed on time.
  • Reporting major HR, disciplinary, legal, payroll, security, or administrative risks to the Managing Director.
  • Maintaining appropriate internal controls and separation of duties, particularly in HR and payroll processes.

  • Report suspected fraud, misconduct, discrimination, harassment, or other serious violations through the appropriate channels.

Qualifications and Experience

Academic Requirements

Applicants must hold at least an A0/Bachelor's Degree in one of the following areas:

  • Human Resources Management
  • Administrative Management
  • Business Administration
  • Business Management
  • Law
  • Another relevant or closely related field

Professional Experience

Candidates should have:

  • At least 3 years of relevant professional experience at Supervisor, Manager, or Director level, preferably in HR or Administration.
  • Experience in payroll preparation and statutory contributions is an added advantage.
  • Previous experience in a bank, microfinance institution, financial institution, NGO, or another regulated organization will be an advantage.

Additional Skills and Competencies

Applicants should also demonstrate:

  • Good knowledge of Rwandan labor laws and employment practices.
  • Strong understanding of HR policies and procedures.
  • Excellent organizational and administrative abilities.
  • High levels of integrity, discretion, and confidentiality.
  • Strong communication and interpersonal skills.
  • Ability to manage workplace conflicts and employee relations professionally.
  • Good computer skills, particularly Microsoft Office and HR/payroll systems.
  • Ability to work independently and effectively under pressure.
  • Commitment to the mission, values, and objectives of INKUNGA FINANCE Plc.

Remuneration

The successful candidate will receive an attractive salary determined according to their qualifications, skills, and professional experience, in line with the institution's internal policies.

Age Requirement

Applicants must be at least 30 years old and not more than 45 years old at the time of submitting their application.

Employment Terms

The successful candidate will be appointed under an open-ended employment contract, subject to performance evaluation and appraisal by the Board of Directors through the Managing Director.
